Good morning to all our State, Local, and Tribal Partners, OERS Council, OEM Employees, and Mitigation Partners.

Oregon’s Building Resilient Infrastructure and Communities (BRIC) and Flood Mitigation Assistance (FMA) guidance for FY2021 is attached. This information was prepared after reviewing lessons learned from BRIC 2020 and working with our FEMA partners.  These materials will highlight key areas potential subapplicants should focus on as you prepare the preapplication.  If you are wanting to speak with someone from the mitigation team about BRIC or FMA, please continue to contact our office at shmo@mil.state.or.us

Pre-applications are due to OEM by Thursday, September 23, 2021 and can be emailed to shmo@mil.state.or.us.  If you are needing assistance, you can also request support from our local FEMA teams who are still deployed to assist Oregon.

Attached are the following documents:

1) FY21 BRIC and FMA Oregon Announcement

2) Updated pre-application/letter of intent (version 5)

3) FY21 BRIC Overview PowerPoint

4) FY21 FMA Overview PowerPoint

5) FY21 BRIC NOFO

6) FY21 FMA NOFO

7) Current HMA Open Grant Rounds

8) Ranking matrix for HMA

9) BRIC FAQs (continuation from last year)

If you are interested in learning more about the way ahead for Oregon regarding BRIC or FMA, please attend one of the following webinars (no registration is required). Note that the first 20-30 minutes or so will be going over program basics and the remaining time will be for questions. If you are unable to attend any of these webinars, at least one of the following will be recorded and shared statewide in the near future. Small group discussions can also be scheduled to answer questions, etc.

Thank you to all the people who are involved in various mitigation projects throughout the state.  It is these actions that will not only make us a safer and more resilient Oregon, but also a stronger community for those who call Oregon home!
