Colton Water District - Water Rights & Policy Research Intern

Hours: Part-time, flexible (20-30 hours/week)
Compensation: Paid internship supported through a 50/50 matching grant from the Special Districts Association of Oregon (SDAO)
Location: Colton, Oregon
Overview: Colton Water District is seeking a motivated intern to support research and policy development related to water rights, regulatory compliance, and district governance. This position is ideal for students interested in water resources, public administration, environmental policy, or legal studies.
Responsibilities
- Research Oregon water-rights law, case history, and regulatory requirements relevant to the District’s 1964 Junior water right
- Research regional water-rights holders and identify potential opportunities, constraints, and considerations that could inform future discussions or negotiations regarding improved water-rights security for the District
- Analyze state and federal rules affecting small water providers
- Assist with updating district policies, procedures, and governance documents
- Prepare summaries, briefing materials, and reference tools for staff and the Board
Qualifications
- Enrollment in a college or university program (public administration, environmental science, political science, law, natural resources, or related field)
- Ability to work independently and manage multiple tasks
Preferred
- Strong research and writing skills
- Interest in rural water systems, public policy, or regulatory compliance
