Tualatin Valley Fire & Rescue provides fire protection and emergency medical services to approximately 542,524 residents in one of the fastest growing regions in Oregon. Our 390-square-mile service area includes the cities of Beaverton, Durham, King City, Newberg, North Plains, Rivergrove, Sherwood, Tigard, Tualatin, West Linn, and Wilsonville, and unincorporated portions of Clackamas, Multnomah, Washington, and Yamhill counties.

The Fire Inspector is an entry level position responsible for performing inspections and code enforcement of existing occupancies of limited complexity including the inspection of installed fire protection systems. May assist in performing other enforcement and fire prevention related work to carry out the District's fire prevention program.

The Deputy Fire Marshal I performs inspections of all types of existing occupancies and installed fire protection systems for compliance with adopted codes and ordinances. Delivers educational and special programs to the general public and target audiences internal and external to the District. Conducts fire and other investigations, assists in program development, and performs other enforcement work as assigned to carry out the District's fire prevention program.

Example of Duties

The essential functions of the Fire Inspector include, but are not limited to:

  • Works independently under general supervision using established guidelines and procedures and may be assigned to work with others or in small groups.
  • Inspects existing occupancies, premises, and installations to identify and abate fire hazards, deficiencies in fire resistive construction, inadequate fire escapes and exiting and to assure general compliance with state and local fire codes, laws and regulations.
  • Reviews inspection findings with occupants and owners and develops necessary corrective action plans.
  • Performs re-inspections as necessary to assure required corrective actions are complete.
  • Prepares written and electronic inspection reports, notices of violation and other correspondence as needed.
  • Maintains work schedules, records and reports in written and electronic formats and performs other duties using a variety of personal computer software applications.
  • Promotes good public relations.
  • On a regular and continuous basis, exercises creativity, judgment and use of discretion, and assumes responsibility for decisions, consequences and results that have an impact on people, costs, and /or quality of service throughout the District.

The essential functions of the Deputy Fire Marshal I include, but are not limited to:

  • Inspects all types and classifications of existing occupancies, premises and installations to identify and abate fire hazards, deficiencies in fire construction, fire escapes/exiting, and to assure general compliance with state and local fire codes, laws, and regulations.
  • Inspects installed fire protection systems for adequacy and code compliance.
  • Reviews inspection findings with occupants and owners, and develops necessary corrective action plans.
  • Performs re-inspections as necessary to assure required corrective actions are completed.
  • Prepares written and electronic inspection reports, correction notices, notices of violation and other correspondence as needed.
  • Delivers educational, informational and training programs to the public and identified groups internal and external to the District which may require public speaking, operating audio/visual equipment and responding to questions.
  • When assigned, conducts Fire Investigations in accordance the functions and requirements identified for that assignment.
  • Maintains work schedules, records and reports in written and electronic formats, and performs other duties with a variety of personal computer software applications.
  • Works independently under general supervision and may be assigned to work in small groups or with others.
  • Promotes good public relations.

 

Qualifications

EDUCATION

  • Fire Inspector: High School graduation or the equivalent. An associate or higher level degree in a field related to fire prevention is preferred.
  • Deputy Fire Marshal I: An associate or higher-level degree in fire administration, prevention, engineering or science, or a closely related field is required. An equivalent combination of education, training and experience that provides the knowledge, skills, and abilities to perform the primary functions will be considered in lieu of an associate degree.

 

EXPERIENCE

  • Fire Inspector: None required.
  • Deputy Fire Marshal I: Two or more years of experience working as a Fire Inspector or closely related position. Additional fire, building, mechanical, and electrical code experience, training, or certification is strongly preferred.

 

CERTIFICATIONS & LICENSURES

  • Fire Inspector:
    • Current ICC Fire Code Fire Inspector I certification at application.
    • Current Oregon Fire Inspector I competency recognition certification from the Oregon State Fire Marshal in accordance with OAR 837-039-0120 within one year of employment.
  • Deputy Fire Marshal I:
    • Current ICC Fire Code Fire Inspector I certification at application.
    • Current Oregon Fire Inspector I competency recognition certification from the Oregon State Fire Marshal in accordance with OAR 837-039-0120 within one year of employment.
    • Fire Investigation experience, training, or certification is strongly preferred.

COMPENSATION:

Fire Inspector: Per the Local 1660 Collective Bargaining Agreement, the entry level fire inspector starts at $8,351.76 per month. The maximum step the following year is $8,757.82.

Deputy Fire Marshal I: Per the Local 1660 Collective Bargaining Agreement, the minimally qualified DFM I starts at $6,639.89 per month.

Candidates who meet the preferred qualifications are eligible to start at $9,016.22 per month. The maximum step the following year is $9,459.20.

 

EXAMINATION COMPONENTS:

Minimum Requirement Review: Pass/fail review of application in relation to minimum requirements. All successful applicants will be invited to participate in the assessment center.

Assessment Center: The on-site assessment center will consist of the following components:

- Interview Exercise (40%)

- Inspection Exercise (40%)

- Writing Exercise (20%)

Candidates must score 60% or above on each component within the assessment center to be placed on the eligible list. Any score tie-breaker required for eligible list rank will be the application submission time and date stamp.

 

ELIGIBLE LIST: Candidates who pass the examination will be placed on a ranked civil service entrance eligible list, which lasts as long as twenty-four (24) months. When vacancies occur during the life of the list, the top candidates on the eligible list will be invited to participate in the selection process.

VETERANS PREFERENCE: It is the District's policy to provide eligible veterans with preference as required by law. For any qualifying veterans passing the assessment center, preference points will be added to the final weighted score.

SCHEDULE: The assessment center will occur on Tuesday & Wednesday, April 12-13, 2023, at the TVF&R South Operating Center located in Wilsonville, Oregon. All individuals meeting the minimum education and experience qualifications will be invited to participate. Candidates should plan to spend approximately three (3) hours for the assessment. The assessment schedule will be set after the closing date and will be communicated by email to the qualified candidates. Invitations to participate in the assessment center will be sent no later than April 5, 2023.
