JOB DESCRIPTION:

The District Manager is the employee of a flood control and irrigation district and works directly for a nine member elected Board of Directors. The District Manager is responsible for all operations of the district and implementing policy as established by the Board of Directors. He/she is also responsible for following all state and federal laws, and completing all necessary reports in a timely manner. This is a 40 hour, full-time permanent position. Workdays are Monday through Friday from 8:00am to 4:00pm. Evening or weekend work is required occasionally.

 

DUTIES:

  • Engage with all state and federal agencies as required for District operations.
  • Supervise all contractors and subcontractors.
  • Monitor all contractors and subcontractors.
  • Work harmoniously with members of the public.
  • Assist in the annual budget preparation.
  • Insure compliance with state and federal laws.
  • Comply with District’s Policy and Procedure Manual.
  • Attend all Board meetings.
  • Cycle valves at the reservoirs, as required.
  • Manage all employees of the District.
  • Physically inspect dams monthly.
  • Complete state annual water use report.
  • Oversee Douglas County, as needed, with Cooper Creek Dam and Plat I Dam monitoring.
  • Maintain & update Emergency Action Plan training program.
  • Maintain irrigation equipment in good working condition and order.
  • Read and record meters monthly.
  • Work on other projects and programs as needed under the direction of the Board of Directors.
  • Work with other organizations as needed under the direction of the Board of Directors.
  • Must be able to multitask

 

Minimum Qualifications:

  • Bachelor’s Degree or 7 to 10 years of work related experience
  • Supervisory experience
  • Knowledge of Internet use, Spreadsheet Software, Word Processing Software, and QuickBooks
  • Valid Oregon Driver’s License, and clean driving record
  • Experience with irrigation and plumbing
  • Ability to answer phones
  • Good public relations skills
  • Customer service experience
  • Physically able to carry, lift, dig, and work outdoors in all weather conditions
  • Must live close to the District
  • Must pass a criminal background check upon hire

 

Preferred Qualifications:

  • Knowledge of laws, rules, procedures, & policies related to expenditure & accounting for public funds.
  • Knowledge of public meeting laws.
  • Knowledge of Oregon water law and water rights, and water right transfer process.
  • Knowledge of Oregon Statutes related to irrigation districts.
