The Pacific City Joint Water-Sanitary Authority (PCJWSA) is located in Pacific City, which is on the Oregon Coast and on the south end of the beautiful Three Capes Scenic Drive, one of the most popular and spectacular stretches of scenery on the West Coast. Pacific City has a rich history dating back over 100 years and the stunning natural scenery and outdoor recreational opportunities make the area a unique and beautiful tourist destination. Less than a two-hour drive from Portland and only an hour from Salem, residents and visitors enjoy the benefits of small-town life with major urban cities nearby. Pacific City has a permanent population of roughly 1,250, with summer seasonal peaks reaching up to 7,500.
PCJWSA is a publicly owned water and wastewater special district governed by a five-member Board of Directors. The Authority serves approximately 1,400 homes and businesses in a 2.7 square mile area within the unincorporated communities of Pacific City and Woods. PCJWSA’s system currently produces approximately 90 million gallons of water each year using six wells and an above ground source. The Authority has a holding capacity of more than one million gallons. PCJWSA operates on a Fiscal Year 2026-2027 budget of $9.2 million with 11 full-time employees, including the Authority Manager, Executive Assistant, Administrative Assistant, Operations Supervisor, three Operator IIIs, one Operator I, and three Operators-in-Training. The Authority utilizes technical consultants as needed for engineering services, legal counsel, financial auditing, information technology services, and human resources.
Under the general direction of the Board of Directors, the Authority Manager is responsible for the water and sanitary services provided within the PCJWSA service boundary. This includes related financial, administrative, operational, and technical management. The Authority Manager serves as PCJWSA’s primary administrative leader and public representative. The successful candidate will be a visible, accessible, and hands-on leader who maintains open and transparent communication with the Board, employees, customers, and community.
Education and Experience: The ideal candidate will have five (5) years of relevant experience, including management or supervisory and project management responsibilities. Experience may be in water or wastewater utilities, public works, engineering, infrastructure management, environmental services, public administration, or a related field. An engineering background and experience with both water and wastewater utilities are preferred, although candidates with strong experience in either area will be considered. Candidates must demonstrate substantial experience managing or supporting a water and/or wastewater utility or similarly complex public infrastructure system. As a lean organization, knowledge of operator certification requirements and the ability to ensure regulatory staffing and operational coverage are essential. The Authority Manager must relocate to the Oregon Coast and live within 45 minutes of the PCJWSA office.
