OHA EMS Program seeking persons to serve on Ambulance Service Plan Rule Advisory Committee

The Oregon Health Authority (OHA), Public Health Division, EMS Program is seeking individuals to serve on the Ambulance Service Plan Rulemaking Advisory Committee (RAC). This committee will play a vital role in reviewing and updating ambulance service plan rules, which have not been revised since 2001. The rulemaking process aims to modernize language to address longstanding gaps and challenges, clarify current processes, and evaluate possible new requirements to ensure that Oregon’s ambulance service framework continues to meet the needs of communities across the state.

 

Key topics under consideration may include, but are not limited to:

  • Clarifying current review processes and procedures;
  • Clarifying enforcement responsibilities for OHA and the counties, including but not limited to clarifying regulatory oversight and addressing non-compliance;
  • Requirements when transitioning and vacating ambulance service areas;
  • Provider selection process for ambulance service areas;
  • County EMS quality improvement programs; and
  • Interfacility transport

 

Persons interested in serving on this RAC must submit an application using the link below. The deadline to apply is December 15, 2025.

 

RAC Representation

The EMS Program is seeking participants who can represent the interests of one or more of the following groups:

  • Local county EMS (Local public health authority, Board of County Commissioners, ambulance service plan staff, Conference of Local Health Officials, etc.)
  • Trade or professional associations relating to the EMS industry or special districts
  • Hospitals and health systems
  • Ambulance service agencies (transport)
  • EMS service agencies (non-transport)
  • 9-1-1 agencies (PSAPs)
  • Tribal Nations with ambulance service agencies or EMS service agencies
  • Consumers of services or consumer advocates for ambulance service areas
  • Labor organizations that represent the EMS industry

 

Application

Persons interested in serving on the RAC are asked to complete the application form. Applications will be accepted from November 24, 2025 to December 15, 2025.

The EMS Program will notify individuals selected to serve on the RAC. RAC members will be selected to ensure a balanced representation among various interests and perspectives.

 

Meeting Details

RAC meetings will be held virtually through Microsoft Office Teams. It is anticipated that the first meeting will be held between January 20 to March 31, 2026. More detailed information will be shared at a later date.

 

Committee Responsibilities

  • Attend meetings regularly
  • Review proposed rules and be prepared to provide input and recommendations on proposed changes
  • Represent diverse perspectives from EMS providers, local government, healthcare organizations, and the community

RACs are a critical step in the rulemaking process that allow members of the public and affected communities to provide input and suggestions during the development of new administrative rules, amending or repealing existing rules, and identifying the potential fiscal impacts on small businesses as well as the effect on racial equity in Oregon. Diverse opinions and viewpoints are an important part of the rulemaking process.
