October Mitigation Updates 

Below are the important announcements from the OEM Mitigation Team:

NEW STATE HAZARD MITIGATION OFFICER (SHMO) AND UPDATES           
Amie Bashant is no longer with OEM and we are grateful for all the work she’s done with Oregon’s mitigation program.  Anna Feigum is the state’s new State Hazard Mitigation Officer (SHMO).  The email, shmo@mil.state.or.us is still active and we are continuing to receive communications sent to that address.  However, if you were working with Amie directly on a project, please make sure Anna is coordinated.  We are working towards a smooth transition and are excited to see where Oregon’s mitigation program will go! Nic Roberts is assisting Nicole Hanson with quarterly reporting and has been assisting Anna with RFI requests.  If you have questions about either or need some assistance, please reach out to him at nic.roberts@mil.state.or.us.  With quarterly reporting upon us now, we ask that if you are needing help or going to be running late, contact our team as soon as possible.  

BRIC AND FMA FY2021 UPDATE
Thank you to the Interagency Hazard Mitigation Team (IHMT) for their work this past week in review of BRIC and FMA pre-applications submitted.  Attached is the final score sheet of projects selected to move forward, projects that may be eligible for other grant rounds, and projects found ineligible.  The OEM Mitigation Team will be reaching out to all applicants to advise of their preapplication status in the following days.  Thank you to all who submitted preapplications, there were some amazing and innovative mitigation strategies. 

HAZARD MITIGATION GRANT PROGRAM, POST FIRE

HMGP-PF-FM-5394-OR (tied to the 2021 wildfires).
We have received our notification letter from FEMA advising of $1,752,249 in funding at this time for HMGP-PF. Preapplications (LOIs) are due November 26, 2021.  If you are needing any technical assistance, would like to schedule a one on one with our team, please email shmo@mil.state.or.us and someone from our team will get back to you!

HAZARD MITIGATION GRANT PROGRAM

HMGP-DR-4562-OR (Tied to the September 2020 Wildfire and Straight-line Wind Event)
The 12 Month, final lock-in for HMGP-DR-4562-OR indicates that we have received $96,891,204 in federal funds, down from the 6 Month estimate of $115 million. Due to this decrease in funds, the review and prioritization processes for this grant round will be reevaluated and any updates will be communicated as soon as possible.

HMGP-DR-4499-OR (Tied to COVID Declaration)
The SHMO is currently working on state priorities and a Notice of Funding Opportunity (NOFO) should be coming in the next week or two.  This will provide an additional $36 Million for HMGP. 

SPIRE GRANT       
The Oregon Legislature has approved funding for two (2) rounds of the State Preparedness and Incident Response Equipment (SPIRE) grant.  We are currently working to update OEM’s webpage with approved SPIRE equipment and changes to the program.  If you have any questions about SPIRE, contact Jim Jungling at jim.jungling@mil.state.or.us
