Information Technologies (IT) Manager

The Deschutes Public Library is seeking a dedicated and enthusiastic full-time IT Manager to join our team. This role is essential in overseeing the IT Department’s day-to-day operations, managing assigned IT department staff, and guiding the Library in successful implementation of new and existing technologies.

 

Position Summary:

This position is responsible for representing the IT Department at Library meetings, collaborating with members of the management team and on project teams to develop goals and strategies that promote the Library’s mission, values, and priorities, hiring and developing IT Department staff, and communicating complex technical information in a clear, accessible manner for both technical and non-technical audiences.

Successful candidates will have prior proven experience managing IT staff, including training, delegating work, and evaluating performance.

 

What to Expect:

The Library’s IT staff support the needs of the Library District as a whole, and work performed may be at all locations throughout the District. This position will require a flexible work schedule including on-call hours.

 

Compensation and Benefits:

Monthly Salary: The hiring range is $9,890.15 – $11,131.45, a maximum step five of the twelve step range. The position salary range is $9,890.15 – $13,690.28.

PURPOSE OF POSITION

The IT Manager is responsible for the IT Department’s day-to-day operations, managing assigned IT department staff, IT expenditures, and strategically delegating IT resources for all projects, systems, and services requiring IT involvement. The IT Manager guides IT staff and Library departments in the successful implementation of new and existing technologies throughout the Deschutes Public Library’s computing environment(s).

 

ESSENTIAL JOB FUNCTIONS

  • Leadership: Provides and demonstrates dynamic leadership and service excellence when representing the Information Technologies department at Library meetings, when serving or leading project teams, or when collaborating with colleagues, outside organizations, and/or Library partners or stakeholders.
  • Management: Participates and collaborates with members of the management team and on project teams to develop goals and strategies that promote the Library’s mission, values, and priorities to ensure a cohesive and consistent library experience throughout the Library system. Translates strategic goals into clear, actionable direction as it relates to supporting the Library’s mission and core values.
  • Supervision: Hires, leads, coaches, supervises, trains, supports and evaluates IT Department staff  responsible for the purchase, maintenance, depreciation and removal of hardware, software, servers, and other activities necessary for the continuous operation of the Library’s integrated technology system.
  • Communication: Communicates complex technical information in a clear, accessible manner for both technical and non-technical audiences. Provides timely updates on system changes, project progress, and potential risks, ensuring alignment across departments. Actively listens to stakeholder needs, facilitates productive discussions, and promotes transparent, solution-focused communication within the IT team and with the broader organization.
  • Customer Service: Provides exemplary customer service in all interactions by being attentive, empathetic, responsive, fair, courteous and respectful. Encourages all staff to provide a positive customer service experience for customers both inside and outside of the Library.
  • Collaboration: Works closely with cross-functional teams to ensure technology solutions align with organizational goals. Partners with department leaders to understand organizational needs, provides clear communication on IT initiatives, and fosters a cooperative environment between technical and non-technical staff. Promotes knowledge sharing, supports team problem-solving, and collaborates with vendors and stakeholders to deliver reliable, scalable technology services.

 

Information Technologies Management:

  • Oversees day-to-day operations of IT staff.
  • Adapts technology solutions to meet changing needs of the organization.
  • Coordinates security assessments and incident response procedures.
  • Provides strategic oversight for the Library’s IT equipment, platforms, tools, solutions including renewals, upgrades, migrations, and integrations.
  • Works in a team-oriented environment and acts as back-up in the absence of other IT team members.
  • Maintains a security-minded approach to adoption of technology solutions and services connected with the Library’s computing environment
  • Prepares and delivers key reports, program status updates and other important information to stakeholders.

 

SECONDARY JOB FUNCTIONS

  • Participates in library projects following established project management guidelines.
  • Aligns work with District priorities and/or Board decisions.
  • Participates in continuing education efforts and professional development.
  • Participates actively in weekly and/or monthly meetings and assigned projects.
  • Provides assistance to colleagues by mentoring and assisting as needed.
  • Participates in long-range plans, develops goals and objectives, and implements project plans.
  • Performs other related duties and tasks as assigned by the Library Director or Designee.

 

EDUCATIONAL AND KNOWLEDGE/SKILL REQUIREMENTS

The position requires five (5) years of progressively responsible IT industry experience with three  (3) of those years managing IT professionals or technical staff. A Bachelor’s Degree from an accredited college or university with major coursework in Information Technology or related field, or any satisfactory combination of training, education, and experience relevant to the position.

 

This position requires the following skills and abilities to be successful:

  • Effectively manages designated IT staff, including training, prioritizing, delegating work, and evaluating performance.
  • Ability to work successfully with other departments while building and maintaining positive working relationships.
  • Ability to administer a Windows domain environment, Microsoft O365 and Entra.
  • Working knowledge of IP addressing and subnetting in an enterprise network.
  • Knowledge of procurement regulations related to public agencies and Library purchasing guidelines including RFP, RFI and bidding processes.
  • Experience in the development and/or approval of district-wide IT policies and procedures.
  • Outstanding project management skills including scoping, delegation, and oversight of project execution.
  • Thorough understanding of electrical safety precautions.
  • Ability to promote and encourage an environment of diversity, equity and inclusiveness.
  • Ability to apply a variety of technology-based training techniques to diverse audiences that result in staff both learning and applying new concepts related to technology.

 

SPECIAL REQUIREMENTS/LICENSES

Current driver’s license and vehicle insurance, valid in the State of Oregon, are required.

 

PHYSICAL DEMANDS OF POSITION

Work may be performed at any number of Library locations throughout the District, or any of the District’s partner library locations. The work may require overtime, flexible work schedule, extensive workstation and console operation, reading information on computer monitors, and repetitive keyboard use. Physical activities will require the candidate to lift and carry up to 50 pounds, work in awkward positions such as under tables and counters.

 

Frequently requires moderate physical effort and manual labor such as carrying, constant movement, frequent lifting of light to moderately heavy items. Uses hand and/or power tools intermittently.

 

Manual dexterity and coordination are required over 75% of the work period while operating equipment such as computer keyboard, calculator, and standard office equipment. High volume environment with high accuracy requirements for numeric and alpha processing.

 

WORKING CONDITIONS

There is a potential for occasional hazards or obstacles, and a low level of personal risk stemming from environmental conditions and/or human-driven potential hazards. Job conditions are usually stable, well managed, and comfortable. Conditions may consist of the following:

  • Varied office and/or library workspace settings.
  • Regular remote teleworking.
  • Reading for comprehension and direction (policies & procedures).
  • Speaking to share, respond and maintain relationships or to convey instructions and/or direction.
  • Considerable cognitive process to make effective decisions for non-routine work for successful interpersonal interactions, conduct crucial conversations and conduct non-routine work.
  • Interruptions will occur frequently and may include challenging situations or conversations.
  • Various equipment includes computers with a keyboard and mouse, servers, data cables, telephone, and other electronic devices to share documents, information and discussion.
  • Evolving deadlines and changing priorities with multiple demands on time.
  • Attendance at evening and weekend meetings and/or social/business events.
  • Available for emergencies and off-schedule contacts.
  • Travel to other district locations and/or to workshops/professional meetings/conferences as needed or assigned for library technology assessments.
  • Close and distant vision with ability to adjust focus for accurate reading of low, middle, and high work areas.
  • Encounters a wide diversity of work situations that involve a high degree of complexity.

 

INTERPERSONAL CONTACTS

Contacts made are with public and staff members and interactions frequently contain confidential/sensitive information necessitating discretion at all times. Regular responsibility for contacts with employees and other library staff that includes difficult and complex discussions, persuasion, negotiation, and analysis. Unpredictable situations are expected. Adverse consequences could be significant. Interactions may often include difficult or disagreeable people, or challenging situations. Formal presentations may be required.

 

SUPERVISORY RESPONSIBILITIES

This position is a supervisor of people and/or organizational processes to include hire, fire, discipline, pay, performance, absence approval, etc. Acts as a role model for others; continuing responsibility to develop the skills and abilities of others for possible advancement.

 

Position functions with little direction given; receives final review or collaboration on major, district-wide decisions. Decisions made are within broad interpretation of applicable guidelines and Library policies and rules.
