DIVISION: Wastewater Treatment Plant 

STATUS: Salary Exempt 

Salary Range: $85,000 to $110,000 DOE 

 

GENERAL STATEMENT OF DUTIES: 

Responsible for administration, operation and maintenance of the wastewater treatment system. Exercises direct authority over all plant functions and personnel in accordance with approved policies and procedures. Inspects systems regularly. Analyzes and evaluates operation and maintenance functions; initiates or recommends new or improved practices. Develops plans and procedures to ensure efficient plant operation. Operates the wastewater treatment plant within the parameters of the Department of Environmental Quality to ensure the discharge of acceptable quality wastewater. Serves as a s direct supervisor by coordinating the activities of other plant personnel. 

 

SUPERVISION RECEIVED: 

Works under the direction of the City Council who outlines broad objectives and some specific work activities and indirectly with City Recorder in accordance with the Employee Policies and Procedures Manual. However, employees of this class work independently much of the time. 

 

SUPERVISION EXCERCISED: 

Provides direct supervision for all wastewater treatment plant employees. 

 

TYPICAL EXAMPLES OF WORK: 

  • Performs skilled laboratory tests and analyzes results of tests and instrument readings including oxygen demand, settleable solids,
  • suspended solids, carbon dioxide, fecal coli form, pH, chlorine residual and others as needed (BOD etc.)
  • Prepares daily work assignments. Maintains records of material and equipment used and work accomplished and prepares other work and personnel reports as required.
  • Inspects plant to determine efficiency of operation; inspects pumps, motors and control panels; inspects plant to maintain cleanliness and
  • to detect any equipment problems.
  • Performs routine plant maintenance. Performs remedial action in emergencies.
  • Distributes specific work assignments to subordinates and oversee them during the completion of the work.
  • Supervises plant personnel; conducts training programs.
  • Controls expenditure of budgeted funds and requests approval for major expenditures as required. Recommends specifications for major equipment and material purchases. equipment and material purchases.
  • Maintains effective communications and working relationships with employees, government officials and the general public. Performs related work as required. 

 

DESIRABLE QUALIFICATIONS FOR EMPLOYMENT KNOWLEDGE, SKILL AND 

ABILITY: 

Thorough knowledge of the materials, methods and techniques used in wastewater treatment including basic chemical, bacteriological and biological processes. Thorough knowledge of the proper and safe use and maintenance of equipment used by the City. Considerable knowledge of the occupational hazards and safety precautions related to the work. Reasonable knowledge of the modern principles and practices of engineering organization, operations and supervision. 

Ability to perform standard tests of wastewater and to interpret test results. "Ability to read and interpret gauges and recording devices reflecting plant operations. Ability to maintain records. Ability to supervise and train subordinates. Ability to apply principles of wastewater treatment to solve practical operational problems. Ability to interpret a variety of instructions in written, oral, diagrammatic or schedule form. Ability to perform ordinary arithmetical, algebraic and geometric procedures in standard, practical applications. Ability to write or assist in preparation of operation reports. Ability to establish and maintain communications with employees and superiors. Ability to communicate with the public and may have to give reports at city council meetings. 

 

EXPERIENCE AND TRAINING: 

Graduation from high school or possession of the equivalent GED. Five years’ experience in wastewater treatment plant operations comparable to the City's with at least two years in a supervisory capacity in a similar sized plant. College degree in sanitary, civil, chemical or mechanical engineering is desirable but not required. Any satisfactory equivalent combination of experience and training which ensures the ability to perform the work may substitute for the above. 

 

NECESSARY SPECIAL QUALIFICATIONS:

Possession of a Grade Il Oregon Wastewater Operator Certificate, with the ability to obtain Grade 3 within three years. Possession of a Class 2 or higher Collection System Certificate. Possession of a valid Oregon Driver’s License (Class C), (CDL) is a plus. 

 

TOOLS AND EQUIPMENT USED: 

Detection devices, telephone, personal computer including word processing and other software, copy and fax machine. Motor vehicles, including pickup trucks and trucks up to two-ton capacity and including commonly used wastewater treatment equipment. 

 

PHYSICAL DEMANDS:

The employee must frequently lift and/er move up to 40 pounds and occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception and the ability to adjust focus. Working for municipality may be stressful at times. 

 

WORK ENVIRONMENT

While performing the duties of this job, the employee occasionally works in outside weather conditions. The employee occasionally works near moving mechanical parts and is occasionally exposed to wet and/or humid conditions and vibration. The employee occasionally works in high, precarious places and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock. The employee will come in contact with the public. The noise level in the work environment is usually loud in field settings, and moderately quiet in office settings.
