Join us for SDAO Legislative Day to learn more about the SDAO Legislative Program and receive an update on legislative matters affecting special districts.

9:00-9:10 a.m.                  Introductions – Hasina Wittenberg and Mark Landauer

9:10-10:00 a.m.                2022 November General Election Recap – Hasina Wittenberg and Mark Landauer                                               

The November 2022 election is behind us and now we are heading into the Oregon 2023 Legislative Session.  Hasina and Mark will provide an update on the election results and how they will likely impact the upcoming session.                                                               

10:00-10:30 a.m.              National Special Districts Coalition (NSDC) Update – Frank Stratton 

NSDC was established during the COVID shutdown when special districts across the country learned they were being left out of the decisions and consideration for COVID relief funds.  This session will give you an update on the legislative platform of NSDC and how it is fighting to increase the national awareness of special districts. 

10:30-11:00 a.m.             Senator Cedric Hayden

Senator Cedric Hayden specifically asked that special districts in his legislative district receive $2.8 million of COVID relief funds for a variety of projects.  He will discuss the importance of special districts and how reaching out to your legislators makes a big difference.

11:00-11:15 a.m.              Break

11:15-11:45 a.m.              Legislative Outreach – Frank Stratton

This session will focus on the new tools that SDAO has developed to assist members with legislative outreach and discuss the essential work that special districts must do to make their voices heard. 

11:45-1:00 p.m.                Lunch 

1:00-1:30 p.m.                  Former Representative Brad Witt

Representative Witt has always been a strong supporter of special districts.  He will provide his insight on the policy issues that will likely be front and center during the upcoming legislative session. 

1:30-2:00 p.m.                  Public Records Advocate - Todd Albert 

Todd Albert is the official Oregon Public Records Advocate responsible for dispute resolution service, training, guidance, and advice to improve the administration of Oregon’s public records law.  Todd will discuss his role and the resources available to special districts.
