GENERAL POSITION SUMMARY
Under the direction of the Rivergrove Water District Board of Commissioners, the General Manager (GM) is responsible for providing strategic leadership, management, and oversight of all aspects of operations and maintenance of the water distribution system to ensure the system operates efficiently and meets the needs of the community while adhering to all legal and regulatory requirements. This role directs all aspects of District operations, finance, and administration to include: planning and coordinating the activities of operations, maintenance, and distribution; overseeing the design and construction of capital improvement projects; managing and directing the operations of the District to ensure compliance with state statutes and applicable governmental regulations; implementing Board of Commissioners adopted policies and procedures; managing and supervising all District employees in water operations and finance/administrative positions; executing and monitoring the contractual obligations of engineers, auditor, attorney, and other consultants and service providers; and conducting and overseeing public relations.
ESSENTIAL FUNCTIONS – TYPICAL DUTIES AND RESPONSIBILITIES

- Manage, plan, and direct all aspects of the District’s daily operations, maintenance, distribution, treatment, and administrative operations to ensure compliance with all legal requirements, state regulations, and applicable government regulations.
- Evaluate, develop, and implement programs, policies, and procedures to improve the District’s efficiency and effectiveness.
- Plan, organize, and coordinate tasks and projects; identify resource needs and monitor and track task and project activities and schedules.
- Manage capital improvement projects (water mains, wells, pump stations, reservoirs, and chlorine generation systems) to ensure strategic alignment, financial health, operational efficiency, and long-term asset value to prevent costly reactive repairs by proactively upgrading infrastructure to meet compliance and support future growth.
- Develop and guide long-term planning, policy development, and emergency preparedness to achieve organizational goals.
- Interpret and apply District, Oregon Health Authority, and other federal and state policies, laws, rules, and regulations to ensure compliance. Adhere to all water operating permits issued by the Department of Environmental Quality, the Oregon Department of Health, and other regulatory authorities.
- Develop and manage the District’s emergency response/preparedness plans and procedures.
- Respond to regulatory consent orders, notices of violation, inspection reports, and queries in a thorough and timely manner.
- Manage all District employees to ensure achievement of goals and adherence to established policies, rules, and procedures adopted by the District.
- Manage all aspects of fiscal management, revenue, and expenditures to ensure financial operations meet generally accepted municipal accounting principles and basic principles of accounting as well as ensuring public funds are spent legally in accordance with governing statutes to prevent waste and abuse and maintain public trust.
- Serve as the District’s Budget Officer to develop and present the annual District budget, including capital and extraordinary expenditures, to ensure costs are balanced with revenue to maximize short- and long-term financial needs while delivering the highest quality and value for customers.
- Review and approve vendor contracts, purchase orders, construction standards, and plans and specifications for system improvements.
- Ensure compliance with required record and documentation retention.
- Ensure compliance with Public Records and Meeting laws and regulations.
- Manage bi-monthly utility billings to ensure the District, a self-supporting organization supported only by revenue generated from water sales and associated services, receives accurate and fair compensation.
- Prepare monthly reports regarding the District’s activities.
- Serve as the District representative with regulatory agencies, county and state government officials, and nearby public utilities and special districts.
- Manage the District’s website to ensure compliance with state and local requirements for posting: budgets and audits; regular and special Board meetings; and other information and events.
- Serve as the Clerk of the Board and attend monthly Board of Commissioners meetings and any other special or emergency meetings.
- Represent the District and promote public relations through friendly, customer-focused service; resolve inquiries and complex and challenging customer issues. Public Water System Operations and Maintenance
- Oversee facility functions, including required water sampling and monitoring, and regulatory reporting. • Identify and address asset repair and/or replacement needs.
- Coordinate personnel and equipment needs.
- Oversee proper care and maintenance of District assets (tools, equipment, vehicles, parts, inventory, etc.).
- Identify and correct safety deficiencies.
- Monitor and prescribe adjustments to systems and equipment; administer quality control checks and flow rate adjustments; and troubleshoot operational problems.
- Develop, prioritize, and implement long-range maintenance and construction plans to achieve the District’s engineer’s Master Plan recommendations.
- Plan, organize, and direct system maintenance and repair tasks as performed by District field and/or contractors; determine methods, equipment, material, and staffing needs, and prioritize and schedule projects.
- Procure and administer various system improvement and consulting contracts. Supervisory

- Supervise District staff, including assigning and reviewing work, establishing work schedules, evaluating performance, assigning training, coaching, and corrective actions, taking disciplinary actions within established policy, and determining pay adjustments and promotions.
- Review and determine actions related to leave requests to ensure adequate coverage for daily operations.
REQUIRED EDUCATION AND EXPERIENCE
- A bachelor’s degree in business, public administration, chemistry, biology, environmental policy, engineering, or other related field.
- At least 7+ years of experience in a management or supervisory role.
- At least 5+ years of experience working in a public utility, preferably in the water sector.
- A valid driver’s license accepted in the State of Oregon with an acceptable driving record.
- Basic knowledge and experience with board management and communication.
PREFERRED QUALIFICATIONS
- State of Oregon Health Authority Certificate of Competency for Water Distribution Level 2.
- State of Oregon Cross Connection Specialist Certificate.
- CPR and First Aid Certification.
- Preference will be given to candidates with prior government experience.
