Position Information:

The General Manager is the chief executive of the District and reports directly to the Board of Directors. The General Manager also serves as the District's Public Works Director. The General Manager is responsible for all District operations, including water and wastewater utility operations, oversight of the police and fire departments, capital planning and project delivery, operating and capital budgets, regulatory compliance and reporting, human resources and labor relations, grant and loan funding, and support to the Board of Directors. The District is looking for a hands-on manager who is comfortable in a small organization where the general manager does the work as well as directs it.

The successful candidate will be able to move between a rate hearing, a water system compliance question and a personnel matter in the same day. This position suits an experienced manager ready to take on a broader portfolio. The District supports certification and professional development. The candidate has:

  • Working knowledge of California water and wastewater regulation and reporting.
  • Experience managing water or wastewater operations and delivering capital projects, including public bidding and construction contract administration.
  • Experience with Proposition 218, the Brown Act, CEQA, LAFCO and the Public Records Act.
  • Experience managing or overseeing public safety operations.
  • Experience with budgeting and financial oversight.
  • Experience securing and administering state and federal grant and loan funding.
  • Experience with personnel management, discipline and labor relations, including negotiating with represented employees under the Meyers-Milias-Brown Act.
  • A direct and open working style with an elected board and an engaged community.

 

Qualifications

  • A bachelor's degree from an accredited college or university with major coursework in public administration, business administration, engineering, public policy, finance or a related field,
  • five years of increasingly responsible management experience in a California public agency, special district or comparable organization, including at least three years in a senior management or supervisory role.

An equivalent combination of education and experience may substitute for the degree. A California Grade D1 Water Distribution Operator certification, or the ability to obtain one within one year of appointment, is desirable. A valid California driver's license is required.

The General Manager must live within 30 minutes' travel time of the District to respond to after-hours emergencies. Appointment is contingent on a background check, including fingerprinting. Compensation and benefits $135,000 to $150,000 annually, depending on qualifications.

The District participates in CalPERS under a 2%@55 formula for classic members and a 2%@62 formula for PEPRA members, and the CalPERS 457 program. The District does not participate in Social Security. Health, dental and vision premiums for the employee and dependents are paid 100% by the District. Holidays per District policy. Paid time off to be negotiated. Use of a District vehicle subject to District policy. Reimbursement of certification and training costs. Relocation assistance is negotiable.
