ESSENTIAL FUNCTIONS
The Chief Financial Officer (CFO) will oversee the $32M biennium budget and support the General Manager in on all strategic and tactical matters as they relate to financial planning, forecasting, budget development and management, cost-benefit analyses, and securing new funding for capital assets. As a member of the Clackamas River Water management team, additional duties include supervision over the Finance, Accounting and Customer Service department, providing oversight of the budget process, investment activities and internal audits. The CFO is also responsible for making recommendations on District utility rates, organizational policies and internal controls. The position performs complex administrative and professional work in planning, organizing, directing, and managing assigned areas. This position requires regular interaction with the General Manager, Board of Commissioners, staff and the public, and works closely with other agencies to develop partnerships in an effort to meet the current strategic and long-term goals of the District.
MINIMUM QUALIFICATIONS
The ideal candidate is a savvy, value-driven, hands-on leader with a strong ability to foster and maintain relationships at all levels, and model the highest standards of professional and personal integrity. Possesses seven (7) years or more of progressive government finance and accounting experience, preferably in the state of Oregon; and at least three (3) years of senior-level experience managing staff. A bachelor’s degree in accounting, finance, public administration or related field is required with a preference for a master’s degree, CPA, or any equivalent combination that provides the knowledge and experience relevant to the position.
