Overview

The Supply Manager oversees the District's Supply Department to ensure efficient and effective management of supplies, including planning, coordinating, and directing the day-to-day operations of procurement, inventory, warehousing, distribution, and materials management.

Example of Duties

OPERATIONAL MANAGEMENT: Plans, directs and manages the day-to-day operations of the Supply Department, coordinating workflow, fulfillment of inventory and service requests, and overall productivity and safety among the Supply staff. Ensures staff scheduling to maintain proper coverage for departmental operations. This function requires immediate, on-site responsiveness to emergency issues requiring management oversight. Ensures Supply Department staff is trained and is prepared to fulfill their essential functions in the event of an activation of the Fire Operations Center (FOC). 

 

INVENTORY MANAGEMENT: Oversees warehousing function for station supplies, emergency and disaster supplies, personal protective and firefighting equipment, apparatus and building maintenance products, and EMS/medical equipment and supplies. Applies process improvement and lean methodologies to ensure inventory accuracy, effective turn time, and the use of just-in-time principles. Performs warehouse tasks as needed. 

 
ASSET AND MATERIALS MANAGEMENT: Oversees processes for maintenance and repair of provided supplies and equipment, including personal protective, patient care, and other assigned equipment. Ensures accurate tracking of maintenance records within District’s ERP system. Ensures the maintenance and/or replacement of supplies and equipment is performed in an efficient and cost-effective manner. Oversees proper disposal of out-of- service supplies and equipment. 

 

PROCUREMENT MANAGEMENT: Oversees and participates in procurement processes, including evaluation of alternative products and materials and providing input regarding specifications and standards. Ensures accurate tracking of procurement within District’s ERP system. Ensures efforts are made to procure items meeting the District’s goals. 

 

VENDOR MANAGEMENT: Oversees management of vendor relationships, including vendor selection, performance, and warranty and service resolution. Ensures vendors meet District quality and service standards. 
 
DISTRIBUTION MANAGEMENT: Oversees the distribution of all inventory and procured items, coordinating with customers and partners to ensure efficient and effective delivery. 
 
SPECIAL PROJECTS: Manages support of major special projects—some planned and some emergent—such as outfitting career and volunteer academies, community academies, new apparatus, and new stations. This includes but is not limited to planning, scheduling, estimating costs or resources necessary to implement, and coordinating the implementation with relevant departments and staff. Provides advice and guidance on related matters. Ensures effective coordination among Supply personnel and personnel from other Divisions. 

 

SUPERVISION: Oversees work of direct reports (represented by a bargaining unit), including hiring, providing direction, identifying learning and development opportunities, employee recognition, managing performance, and administering corrective and/or disciplinary action in accordance with the applicable collective bargaining agreement.

Qualifications

Education  
Associate degree in business or related field. Preference for bachelor's degree.  
 
Experience 
Four years of experience managing the day-to-day operations within a warehouse, including the following:  

  • Three years of supply management experience that includes overseeing activities involved in identification, acquisition, and distribution of goods; and  
  • One year of materials management experience that includes oversight of equipment and materials repair and maintenance, life cycle planning, and replacement.  
  • Three years supervision experience strongly preferred.   
  • Experience in public procurement and with fire safety equipment preferred.  
  • Experience with a warehouse management system or Enterprise Resource Planning (ERP) system preferred.  

 
Certifications & Licensure 
Supply chain, lean methodology, or closely related certification preferred.  
 
Position-Specific Requirements 

  • Thorough knowledge of the principles and practices of effective storekeeping management programs including process efficiencies. Formal training in lean methodologies preferred. 
  • Thorough knowledge of principles and practices of inventory and asset management using software solutions. 
  • Extensive knowledge of purchasing procedures and laws (public sector preferred); warehousing and inventory record keeping and control methods; and supplies, parts and equipment. 
  • Ability to use small tools and equipment, and to operate a forklift within six months of hire. Certification for forklift operation will be offered by the District. Successful completion of the class is required.

Physical Requirements:  

Details on the physical requirements for this position can be found in the Physical Requirements Analysis. A District-paid Fit for Duty Assessment will take place at the TVF&R Organization Health and Wellness Clinic prior to start date.

Compensation:  

The monthly salary range within a step system for this position is $6,915 - $9,354 per month. The starting pay assignment, based on a candidate's bona fide factor analysis in accordance with the District's pay equity system and the Oregon Equal Pay Act and will be in the range of $6,915 - $8,292 per month. The maximum of $9,354 can be attained after five years contingent on performance.
