This is an exciting opportunity for a Fire Chief to shape a newly reorganized Fire District with a start date of July 1, 2021 to deliver services to our community with newly hired career staff and volunteers.

About the Fire District
Estacada Fire District #69 has a rich history of serving the community since the early 1900’s. Our current Fire Protection District as it is currently known was formed in 1965. Estacada Fire District is a Special District governed by an elected 5 member Board of Directors. The Fire Chief reports directly to the Fire Board.

In 2020 the Fire District contracted with Clackamas County Fire District 1 to provide all fire protection services, with the thought that Estacada Fire District would merge with Clackamas Fire District 1. In November 2020, the Estacada Fire District voters turned down a merger, opting for their own community based Fire District. On July 1, 2021 Estacada Fire District will once again serve the community.

The transition staff is currently training over 40 volunteers, with 24 new firefighter volunteers in a Firefighter 1 academy. Many previous volunteer firefighters and officers are rejoining Estacada Fire District. Plans are to hire, in addition to the Fire Chief, an Operations and Training Chief, 3 24-hour shift Lieutenants and 6 on-shift Firefighter/Paramedics or Firefighter/EMT’s; and plans in the near future to hire a Fire Marshal. Our on-shift career staff will be supported by on-shift volunteers as well as community ‘respond-from-home’ volunteers.

Estacada Fire District maintains 2 Fire Stations- the main station staffed 24- hours a day with career and administrative staff; and our George Fire Station staffed with volunteers.

The Fire District serves 88 square miles with a population of over 14,000. We enjoy an ISO Class 3 rating for structures within 5 miles of a fire station; a class 10 for those beyond 5 miles. Our tax rate is $2.40 per thousand dollars of assessed valuation, with annual property tax receivables of about $3.5m.

Education and Experience
The Fire District is seeking an innovative and experienced Fire Service leader to lead a community centered Fire Department comprised of dedicated volunteers and career staff. This is a ‘re-start’ of the Fire District and our next Fire Chief will need to be able to motivate and lead a relatively new staff and be engaged with our community.

This position requires a minimum of 10-years of structural firefighting experience with a minimum of 3-years at the level of Battalion Chief or above. Experience in working with volunteer firefighters in either a combination or volunteer Fire Department is preferred. As we are in a wildland interface area, experience in interagency coordination with wildland fire protection agencies is desired.

The Fire District requires a minimum of an Associate’s Degree in Fire Protection, EMS or Public Administration; however would consider currently employed Chief Officers without a degree, but meeting all other minimum qualifications.
