JOB DETAILS AND QUALIFICATIONS

Clackamas Water Environment Services (WES) is looking for an experienced Senior Management Analyst to join their highly skilled team in performing complex professional management analyses and administration of financial, statistical, administrative, budget, grants, and other operations in support of the WES Senior Management Team, Project Managers, and Finance Manager.

This position will:

  • Lead the department's procurement functions ensuring alignment with county procurement regulations and policies
  • Manage and innovate the department's inventory and real property management systems, and related records
  • Spearhead grants and external funding opportunities, from identification to compliance
  • Develop policies and procedures, fostering a culture of continuous improvement
  • Serve as the department's go-to expert for procurement, including analysis, system administration, and contract management
  • Develop and implement procurement and supply chain strategies for cost-effectiveness and operational excellence
  • Offer expertise in financial, administrative, and operational support to the WES Senior Management Team

Required Minimum Qualifications/ Transferrable Skills:*

  • A minimum of five (5) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position
  • A minimum of three (3) years of experience managing a full cycle of procurement processes
  • Experience developing and implementing policies or procedures that led to process improvements
  • Experience effectively managing multiple priorities
  • Experience interpreting and applying applicable laws, codes, regulations, and standards
  • Strong verbal and written communication skills, with a thorough understanding of grammar and composition, and ability to produce clear, concise, and comprehensive reports, policies, and procedures
  • Driving may be necessary for County business. For position(s) with occasional/incidental driving, incumbents must possess a valid driver's license. Preferred Special Qualifications/ Transferrable Skills:*

  • Seven (7) or more years of experience working in a similar position, with proven leadership in managing complex projects and initiatives
  • Experience leading the work of others
  • Experience with procurement in a public sector environment
  • Experience with inventory and supply chain management in a public sector or utility environment
  • Experience managing and overseeing grant processes in a public sector or nonprofit environment
  • Experience developing compliance tracking systems that ensure adherence to federal, state, and local grant regulations
  • Experience researching and evaluating fiscal effectiveness of agency contracts
  • Experience with a variety of computer information system platforms, technical tools, and processes, including data collection, data management, as well as the ability to use complex query languages, procedures, and techniques
  • Working knowledge of a public wastewater utility
  • Working knowledge of database and records management principles
