Description:
Canby Utility, a public water and electric utility located 30 minutes south of Portland and serving a population of approximately 18,200 with about 7,900 electric and 5,600 water meters, is recruiting for a Finance Manager. This senior-level position has primary responsibility for the direction, control, and coordination of all financial activities for the utility. These responsibilities include leading, planning, organizing, directing, coordinating, and controlling functional areas of accounting, financial and risk analysis, banking and investment services, budgeting, treasury, audit activities, debt management, and information technology systems. This position is classified as a full-time, exempt position. The Finance Manager position supervises the customer service, purchasing, and accounting staff. Qualifications: Broad knowledge of the principles, methods, and practices of accounting and budgeting, financial analysis and reporting, forecasting, internal controls and auditing procedures, cash management, and investments. Advanced understanding of the Generally Accepted Accounting Principles (GAAP). Ability to plan, develop and implement fiscal management practices and systems, apply management theories and principles, and coordinate debt financing activities. Advanced knowledge of personal computers and related software applications. Must be able to prepare informational analyses and perform problem-solving to assess large amounts of information and formulate decisions. Ability to select, supervise, train, motivate, and evaluate staff. Ability to make presentations, communicate effectively with coworkers, management, appointed officials, and the general public, and display excellent interpersonal skills and awareness of controversial and/or sensitive issues. Equivalent to a complete four-year university education in Finance, Public Administration, Business Management, or a related field; and eight or more years of experience, which includes at least three years of supervisory experience or any satisfactory combination of experience and training which demonstrates the knowledge, skills, and abilities to perform the above duties. Oregon PERS/Public Service Retirement Plan (OPSRP) employer with the employee's mandatory 6% contribution being paid for by the utility. Monthly contributions to the employee’s HRA-VEBA account for medical-related expenses, a 401(k) and 457 deferred compensation plan (voluntary participation), Employee Assistance Program, and additional voluntary supplemental benefit options.
