GENERAL DESCRIPTION OF DUTIES
The Manager, during a normal work day, is responsible for the total operation of the Odell Sanitary District. Responsibilities might include technical work in the operation and maintenance of a wastewater treatment system. Performs long-range planning and budget preparation. Determines operating procedures. Directs communication with the public, maintains collection system and inspects all service lines.

During the normal day duties might include: daily lab routine, develop budgets, set district goals, develop plans and procedures to ensure efficient operation of plant, adjusting controls to ensure effective operation, making daily inspections and repairs to plant equipment and facilities, painting building and equipment, hauling of aerobic sludge, maintaining plant grounds, and all related maintenance of plant equipment.

EXAMPLES OF SPECIFIC DUTIES
The Manager shall:

  1. Be accountable for the operation and planning of the District, and treatment plant.
  2. Responsible for the administration of the District.
  3. Determine levels and types of service.
  4. Respond to emergency calls.
  5. Interpret and help set policies.
  6. Determine and carry out duties, qualifications, and organization of the District.
  7. Determine organizational, financial, and budgetary policies and procedures.
  8. Develop and administer regulations, rules, policies and procedures.

KNOWLEDGE, SKILLS AND ABILITY
Must be in good physical health. Must have a thorough knowledge of all aspects of wastewater treatment. Must be able to formulate written and oral instructions, plans, memoranda and orders from the District Board, ability to learn procedures designed to ensure quality wastewater treatment, ability to learn principals and practices involved in lab procedures, chemical analysis and tests, knowledge about current DEQ rules and regulations pertaining to plant operations, ability to read gauges and meters accurately, ability to maintain routine operating records, ability to learn knowledge of general operating principles of machinery and equipment used at plant, ability to inspect service liens and learn regulations, knowledge about sludge disposal rules and regulations.

EDUCATION, EXPERIENCE AND TRAINING
Must have 12 years general education. Must have Oregon Wastewater Treatment Plant Operations Certification of Grade 2 minimum. Must have Oregon Wastewater Treatment maintenance Certification of Grade III minimum. Must have Wastewater collection System Operator Grade III certificate. Must have an Oregon Drivers license. Must have experience in supervisory or command position.

Located in the southern portion of Whidbey Island, WA, this progressive district serves a population base of 16,500 year round residents within its 66 square miles of jurisdiction.
