Safety and Loss Control Specialist

POSITION SUMMARY:
Under the general direction of the Human Resources Director performs a wide variety of administrative duties of considerable complexity administering many of the District’s safety and loss control efforts.:

ESSENTIAL FUNCTIONS:
Identifies and evaluates hazardous conditions and practices and develops, in consort with management, hazard control practices and programs; guides and assists personnel with critical safety problems; reviews accident statistics and makes recommendations for correction of problem areas.:

Maintains current awareness of existing, new and revised safety laws and regulations; assesses new developments in the safety field which may have application to the District’s operations; researches, analyzes, and prepares reports and supplemental documents related to safety issues and regulations; drafts safety policies and procedures; assists line and staff management to understand OR-OSHA regulations and standards, including guidance on handling OR-OSHA compliance, inspections and citations.:

Administers worker compensation claims: investigates claims in conjunction with supervisory personnel; reports claims to insurance carrier; monitors claims; communicates with injured worker, insurance claims representatives, and physicians; coordinates modified, early return to work programs and monitors status of employees on these programs; represents District at hearings.:

Administers liability insurance claims: assists in accident investigations as needed; reviews investigation materials; reports claims to insurance carrier; monitors claims.:

Administers drug and alcohol testing program in accordance with District policy and Federal Transit Administration (FTA) regulations; trains all employees and supervisors in accordance with FTA regulations.:

Develops training programs and conducts training or coordinates the provision of training on pertinent safety, risk management issues (e.g., hazardous materials, blood borne pathogens, personal protective equipment, ergonomics, first aid/CPR/defibrillator, accident investigation, harassment, workplace violence, forklift).:

Monitors District’s Safety Committee; provides guidance to committee members regarding Safety Committee regulations, sound safety practices, safety inspections and OR-OSHA regulations; supervises the preparation of Safety Committee minutes and reports.:

Coordinates the analysis and documentation of essential job duties and their corresponding physical requirements for all District position classifications.:

Serves as a member of the District’s Risk Management Committee.:

Assists as needed with other Human Resources functions such as general policy training and background checks on applicants.:

Provides assistance and support to Human Resources Director as required.:
