Legislative Program
 
legislative   SDAO provides legislative representation and advocacy services on behalf of its members on issues that come before the Oregon Legislature and various state administrative agencies. The majority of these services are performed by SDAO’s Government Affairs staff.  Policy direction and guidance is provided by the SDAO Board of Directors and SDAO’s Legislative Committee which meets twice a month during legislative sessions.  In a typical legislative year, the SDAO Legislative Committee will review and act on approximately 1,000 pieces of legislation, each of which may have an impact on special districts. more...
SDAO Advisory Services, LLC (SDAOAS)
 

  SDAO Advisory Services exclusively serves SDAO members. Members are able to access information about possible options, financial vehicles, and structures to utilize to accomplish financing needs and projects. Advice regarding debt management, debt policy, and financial policy assistance is available as well as assistance with general obligation bonds, revenue bonds, refinancing, tax anticipation notes and any other type of debt financing allowed under Oregon law. more...
Education and Training
 
trainings   SDAO provides training and development programs to meet the continuing education needs of its members. Education programs are offered in response to member input as well as external developments and influences. The Association’s training program is comprised of SDAO trainings, SDAO/Affiliate Association trainings, and trainings sponsored by various organizations made available to the membership through mailings and postings on the training section of the web page. more...
Awards Program
 
    SDAO's Awards Program gives recognition to member districts for accomplishments which allow them to provide better service to the public and honors individuals who have greatly contributed to the success of their organization. These awards celebrate the ingenuity, creativity, and diversity of our members.

Within this program are two special recognition awards; the Outstanding Special District Program award, and the Outstanding Special District Service award. Winning either award is the highest level of professional acknowledgment within the realm of local government today. more...
Internship Grant Program
 

  Each spring, SDAO members are eligible to apply for the Internship Grant Program. The intent of this program is to assist a variety of districts in meeting or improving loss control and best practices, ultimately benefiting both the district and the intern. Total Employer Cost of Compensation
 
  SDAO has partnered with the Center for Public Service (CPS) at Portland State University to bring you access to a new web-based software that will allow you to easily calculate your district’s total cost of compensation for all positions within your organization. This tool, TECC (Total Employer Cost of Compensation), employs a standard methodology for public sector employers to identify and compare the major components of their employee costs beyond base salary. insurance   Special Districts Insurance Services (SDIS) Trust, administered by SDAO, offers members the most comprehensive and affordable coverage available to Oregon special districts. Coverage is tailored to fit the needs of special districts by including coverage enhancements that are only made available by traditional insurance companies for an extra charge. Special District Board Practices Assessment
 

  SDIS provides programs and consulting services designed to help member districts monitor and improve their risk management capabilities. The Board Practices Assessment (BPA) shows district boards how they rate in six key areas of risk management. The BPA reveals how a board performs in such areas as communications, customer relations, personnel, operations, etc. Results of the BPA underscore the significant link between a board’s performance and their district’s risk management experience. HR Advantage Program

SDAO members enrolled in the SDIS general liability program now have expanded access to human resources assistance. SDIS has teamed with HR Answers, Inc. to provide various human resources services to members. Your benefits may include:

  • Review of current materials, identification of additional needed material, and samples of:
    • Employee handbooks
    • District policies
    • HR forms
  • Assistance with job descriptions including:
    • Provision of sample formats
    • Sample descriptions for typical district positions
    • Critique and editing of current job descriptions already in place
  • Monthly electronic newsletter and alerts that provide a wide range of HR information, tips, and case law notifications
  • Access to HR Answers’ downloadable resource guides

Management Consulting Service Program
 
consulting   This program offers SDAO members assistance in a variety of critical issues including planning, public and media relations, human resource management, policy development, and best practices.  Member districts are eligible for up to eight hours of free consulting services provided by a team of staff consultants working under SDAO’s pre-arranged fee schedule and direction.  After the eight hours of free service is exhausted, members will have the option of continuing consulting services at an hourly rate. more...
Claims Administration
 
claims   SDAO's Claims Department staff consists of nine property/casualty and nine workers’ compensation claims consultants averaging over twenty years experience per consultant. We have more experience handling public entity claims than any organization within the state. Our claims office is located in Tigard, Oregon allowing consultants to be anywhere in the state on a moments notice. more...
Onsite Loss Control Consultations
 
loss control   SDAO's Risk Management staff has a broad range of experience with risk management needs on all types of exposures. Free services such as onsite loss control consultations are available to members participating in the SDIS general liability or workers’ compensation insurance programs.  Our full-time consulting staff constantly travels the state helping members identify hazards at their district.  Following a visit, members receive written recommendations for resolving anything that may cause injury or harm. In addition, we have a large number of contracted consultants who are specialists in a wide variety of safety and risk management issues. more...
Pre-Loss Legal Services
 
pre loss legal   Funds are put aside each year for free member legal advice on any issue that a member believes may lead to a lawsuit. We are confident that this proactive approach to getting members the best legal advice available in advance of making decisions has greatly reduced the number of lawsuits. In addition to being free of charge for members enrolled in the property/casualty program, most employment practices deductibles are waived if this service is used before making a termination decision. more...
Research and Technical Assistance
 
research   SDAO provides its members with a broad range of support services in the areas of research and technical assistance. Staff will do the research required to respond to a member inquiry and will, if appropriate, attempt to resolve the issue. Information developed in this process is retained and used for future reference.

Periodically, members need help in their efforts to interact with state agencies. In this situation, SDAO will gather information on the member’s behalf, identify the appropriate contact agency or staff person, and assist with the communication process. Also, to assist the state and other interested agencies and parties in contacting special districts within Oregon, SDAO maintains and distributes a directory of member special districts and their local contact persons. more...
Safety & Security Grant Program
 
  The SDIS Safety & Security Grant Program assists members with funding of safety and security projects that lead to reduced exposure in high-level claims categories. It is our goal to eliminate or lower risk to the SDIS insurance program by supporting members’ proactive approaches to preventing loss.

Applications are now being accepted for the 2016 SDIS Safety & Security Grant Program. Priority will be given to SDIS workers’ compensation program participants with projects that focus on mitigating exposure to musculoskeletal injuries.
